Carabeo cultivates collaborative relationships with a diverse pool of vendors, particularly those capable of delivering specialized technical services and equipment maintenance. While no single contractor dominates his award profile, he consistently engages with small businesses offering custom software development, consumer electronics rental solutions, and industrial machinery repair services. His contracting approach emphasizes fair competition, clear performance metrics, and vendor accountability, fostering long-term partnerships grounded in compliance and quality delivery. A staunch advocate for small business participation, Carabeo applies a 100% Small Business Set-Aside policy across all his acquisitions, in full alignment with FAR 19.5. This unwavering commitment ensures that every procurement opportunity is reserved exclusively for small businesses, maximizing economic inclusion and fostering innovation among underserved market participants. His contracting patterns reflect a deliberate strategy to empower small businesses without compromising acquisition integrity or mission readiness. His primary procurement focus lies in three NAICS categories: Custom Computer Programming Services (541511), Consumer Electronics and Appliances Rental (532210), and Commercial and Industrial Machinery and Equipment Repair and Maintenance (811310). These domains require deep technical understanding of software development lifecycles, equipment logistics, and maintenance service-level agreements. Carabeo’s expertise enables him to structure performance-based contracts that ensure reliability, scalability, and compliance across these specialized technical service areas.
