He routinely handles complex procurements involving institutional furniture, specialized equipment, and professional services, aligning acquisitions with operational needs while advancing federal small business objectives. His contractor relationships are characterized by broad engagement with small and mid-sized businesses, particularly those certified under socioeconomic programs. He fosters transparent, competitive environments that encourage new entrants and regional vendors, prioritizing fair and open competition while maintaining rigorous oversight of contract performance. Carabeo demonstrates a pronounced preference for Small Business Set-Asides, with over 61% of his acquisitions reserved exclusively for small businesses under FAR 19.5, underscoring a deliberate commitment to expanding economic opportunity. His contracting strategy consistently leverages set-aside authorities to stimulate innovation and workforce development within underserved communities, reflecting a strategic alignment with national socioeconomic procurement goals.
