SSA Marketing Contract - RFI

The Social Security Administration (SSA) is conducting market research via Request for Information 28321327RI0000001 to identify qualified vendors for omnichannel marketing support under NAICS 541810. The agency intends to establish a Blanket Purchase Agreement (BPA) to provide flexibility for national public education campaigns and smaller regional or local initiatives. The primary objective is to increase public awareness of SSA programs, drive the adoption of digital and online services, and foster public trust. The selected contractor will be responsible for strategic marketing guidance, messaging development, campaign logistics, and measuring effectiveness across various demographics, including US territories. The planned BPA will utilize individual call orders with specific Performance Work Statements to define delivery schedules and quantities. Performance will be monitored by the Contracting Officer’s Representative through key performance indicators such as app downloads and user engagement, with formal annual reviews conducted via the Contractor Performance Assessment Reporting System. Contractors must be able to attend monthly virtual meetings via Microsoft Teams and accommodate up to twelve in-person meetings annually at the SSA Headquarters in Baltimore, Maryland. Interested respondents must submit their capability statements and optional feedback on the draft Statement of Work by 1:00 PM ET on September 4, 2026. Submissions must include organization details, SAM UEI numbers, socioeconomic designations, and GSA schedule information. Capability statements and SOW input are each limited to five pages, using 12-point Times New Roman font and double-spacing. This RFI is for market research purposes only; no formal solicitation is currently being issued, and no award is promised at this stage.
