Human Factors Program On-Site Support Services

This amendment pertains to solicitation 693JJ318R000025 for Human Factors Program On-Site Support Services issued by the Department of Transportation. The document provides critical clarifications for offerors regarding past performance documentation and staffing requirements. Specifically, it addresses concerns that a government shutdown may hinder the completion of Past Performance Questionnaires, noting that the government may independently search CPARS and PPIRS records and that offerors without available records will be evaluated neither favorably nor unfavorably. Additionally, the amendment clarifies labor category requirements for Research Psychologists and Human Factors Specialists. Offerors are instructed to strictly adhere to the instructions and formatting provided in Attachment J.2, and they are explicitly prohibited from adding additional categories or modifying the template to include extra labor rates. The procurement is managed by the Office of Acquisition and Grants Management in Washington, DC.
