Security Guard Services

The Social Security Administration issued solicitation SSA-RFP-09-1001 for armed guard services at the Durham Support Center in Research Triangle Park, North Carolina. The contract objective is to protect personnel, resources, and property within a facility of approximately 104,000 square feet, including surrounding grounds, parking areas, and a satellite farm. The scope of work requires 24/7/365 coverage across ten distinct posts, including the main entrance, vehicle gate, loading dock, and interior and exterior patrols, with an estimated 64,608 non-supervisory hours annually. The contractor is responsible for providing all management, manpower, and equipment, ensuring guards are trained according to the Security Guard Information Manual and SSA standards. The contract structure consists of a firm-fixed price for basic services and indefinite delivery for optional services, spanning a base year and four option years. Performance was scheduled to begin in early 2009, with a total potential period of performance extending through December 22, 2013. Compliance is monitored via a Quality Assurance Surveillance Plan targeting a 98 percent acceptable service level. Labor standards are governed by the Service Contract Act, with mandatory minimum wage rates and fringe benefits as specified in Wage Determination No. 2005-2401. The solicitation was set aside for small businesses under NAICS code 561612.
