Gas Chromatograph-Triple Quadruple Mass Spectrometer

The Department of Commerce National Oceanic and Atmospheric Administration issued solicitation EE-133F-14-RQ-0383 for the procurement and installation of a Gas Chromatograph-Triple Quadrupole Mass Spectrometer Detector for the James J. Howard Laboratory. This firm-fixed-price requirement is 100 percent set aside for small businesses under NAICS code 334516. The award process is based on best value, with a strong emphasis on technical conformance and sample analysis results over price. As part of the evaluation, vendors are required to analyze three test solutions consisting of PAHs, PCBs, and fatty acid methyl esters. The primary goal is to determine if the mass spectrometer possesses advanced techniques to resolve structurally similar co-eluting compounds, though vendors are not required to purchase specialized columns to achieve this. If the equipment cannot resolve these compounds, vendors must still demonstrate a sensitivity requirement of 1 ppb per microliter injection. The closing date for the request for quotes was extended to June 27, 2014.
