FHR NAVIGATOR SOFTWARE SUITE

The Department of Homeland Security Federal Law Enforcement Training Center issued a notice of intent to award a sole source procurement to Economic Systems Inc for the FedHR Navigator software suite. This non-competitive award, identified by solicitation number HSFLGL-16-F-00026, is justified because Economic Systems Inc is the sole proprietary owner of the software and utilizes no resellers. The procurement provides essential human resource tools, including retirement benefits calculators, data storage, and .gov domain maintenance, to support the overall training mission of the agency. The period of performance for this contract spans from October 15, 2015, to October 14, 2016. Managed by the Fletc Glynco Procurement Office in Brunswick, Georgia, the acquisition falls under NAICS code 541612. The procurement was authorized under FAR 8.405-6(b)(1) for items peculiar to one manufacturer, with Douglas J. Marshall serving as the designated Contracting Officer.
