The BF Sisk Safety of Dams (SOD) Modifications, Phase I is a major civil works project managed by the Department of the Interior's Bureau of Reclamation in Merced County, California. The project is designed to address instabilities in the dam's foundation materials to prevent embankment failure and ensure the continued delivery of water to State and Federal contractors during seismic events. Key construction activities include the installation of shear keys and stability berms, spillway modifications, extensive embankment excavation, material processing, the extension of a concrete outlet works tunnel, and the installation of electrical raceways. This unrestricted procurement falls under NAICS code 237990, with an estimated value ranging between 100 million and 500 million dollars. The procurement process required comprehensive submissions, including detailed corporate experience in earth-fill embankment and reinforced concrete dams, a robust management plan, and a subcontracting plan meeting FAR 19.704(a) goals for small business participation. Offerors were evaluated based on past performance, personnel qualifications for key roles such as Project Manager and various Superintendents, and their ability to provide necessary equipment and personnel. The contract is governed by California prevailing wage rates and includes a detailed pricing schedule consisting of 92 line items covering mobilization, site security, dewatering, and concrete work. Final payment is contingent upon the submission of a formal release of claims.
