Tracking device 4G and subscription

The Drug Enforcement Administration intends to award a firm-fixed price purchase order to Covert Track Group Inc. for the acquisition of Stealth 5 Tracking Device 4G hardware and an annual subscription to the covert track mapping product. This procurement is being conducted as a sole source acquisition under FAR Part 13 Simplified Acquisition Procedures, falling under NAICS code 334220 with a business size standard of 1250 employees. While the agency intends to negotiate directly with the specified vendor, other capable vendors were permitted to submit capability statements for consideration by August 23, 2021. The final determination to maintain the sole source justification remains at the discretion of the government, and the formal justification will be made public 14 days after the award.

The Drug Enforcement Administration, under the Department of Justice, intends to award a firm-fixed price purchase order to AVAIL Forensics for digital forensics requirements. This sole source acquisition, conducted under FAR Part 13 Simplified Acquisition Procedures, is designated for small businesses under NAICS code 423430. The primary objective is to replace proprietary parts of existing custom-built kits and renew licenses for DAVE FT650 mobile device forensic extraction and analysis kits that were developed specifically to DEA specifications. Because the required parts and licenses are proprietary to AVAIL Forensics, the government is seeking a direct negotiation to ensure compatibility with existing products. The estimated value of this limited source acquisition is over 10,000 dollars but does not exceed 250,000 dollars. While the agency intends to proceed with a sole source award, it allowed for the submission of capability statements from other vendors who believed they could meet the requirements by August 3, 2021.
