Investigative Services

This solicitation, issued as Request for Quotation PC-08-Q-018, seeks small business contractors to provide investigative services for the Peace Corps, specifically personnel security investigations on applicants and employees. The contract is structured as a Blanket Purchase Agreement (BPA) awarded on an ongoing basis, with the number of awardees limited according to the Peace Corps' needs. The services required include conducting investigations in compliance with specified investigative guidelines, reporting findings verbally and in writing, and potentially handling related tasks such as special investigations, security briefings, case reviews, scheduling, and interagency liaison work. Contractors must demonstrate the ability to obtain and maintain a Top Secret security clearance, have at least ten years of relevant government investigative experience, be willing to travel within the U.S., and possess working knowledge of relevant executive orders and privacy laws. Vendors are required to submit hourly rates not exceeding $35 per hour and must complete additional documentation as specified in Amendment 1. Key evaluation criteria include mandatory qualifications and pricing, with emphasis on meeting strict security and experience standards. Communication skills and the ability to engage effectively with a variety of government and private sector individuals are also essential. The BPA includes all necessary federal acquisition regulations, with the solicitation remaining open continuously to accommodate the Peace Corps’ ongoing investigative needs. For inquiries, designated contacts at the Peace Corps are available via provided email and phone numbers.
