DoDEA Daily Commute Student Transportation Services - KMC Zone A (Vogelweh)

The Department of Defense Education Activity, acting on behalf of the Department of Defense Inspector General, issued a notice of intent to award a sole source contract to the Association of Certified Fraud Examiners. This agreement covers registration fees for 49 participants to attend the 33rd Annual ACFE Global Fraud Conference held from June 19 to June 24, 2022, in Nashville and online. The conference is intended to provide essential anti-fraud training and up to 30 continuing professional education credits to help personnel detect and deter fraud in alignment with organizational mission objectives. The ACFE was identified as the sole source because it is the host organization and the only entity capable of providing registration for this specific annual event. While the notice allowed other offerors to submit evidence of comparable capabilities by May 31, 2022, the primary goal was to secure specialized training from the world's largest anti-fraud organization. This procurement was handled as market research to determine if a competitive process was necessary for this or future similar requirements.

DoDEA's Learning Management System (LMS)

The Department of Defense Education Activity is seeking a secure, contractor-hosted, and scalable cloud-based Learning Management System (LMS) to support approximately 53,050 students and 13,000 employees. The required solution must feature an intuitive interface for creating, delivering, and tracking web-based curricular content and assessment activities, as well as collaboration tools that replicate traditional PK-12 classroom modalities. Key technical requirements include internal social collaboration tools such as blogs and discussion boards, with live chat, web conferencing, and wiki capabilities viewed as advantages. The government intends to award a single IDIQ contract solicited full and open under FAR Part 13 and FAR Part 16, with a performance period for licenses extending through November 22, 2025. The procurement process involved several amendments to refine the scope and administrative details. Significant updates included changing the Product Service Code from D318 to DA10, revising the delivery schedule and pricing templates, and updating the Performance Work Statement. A critical final requirement mandated the submission of a revised LMS Migration Plan in accordance with updated technical exhibits. The comprehensive scope of work encompasses enterprise licenses, the migration and validation of approximately 300 courses, custom remote development for third-party tool integration, and administrator training. Additionally, all proposed electronic and information technology solutions must comply with Section 508 of the Rehabilitation Act.
