DARPA-BAA-10-94: Insight

The Insight program, managed by the Defense Advanced Research Projects Agency under solicitation DARPA-BAA-10-94, focuses on the development of a next-generation Intelligence, Surveillance, and Reconnaissance Exploitation and Resource Management system. The primary objective is to create a system capable of automated multi-intelligence source analysis, exploitation, and cross-cueing to effectively detect and track threat networks and irregular warfare operations. This initiative, overseen by the Information Innovation Office, seeks innovative research proposals that can integrate diverse intelligence sources to enhance situational awareness and threat detection. The solicitation process began in September 2010, with a final closing date for proposals set for March 1, 2011, and an award date of September 7, 2012. Prospective offerors were required to submit detailed technical and cost proposals, with specific guidelines provided for cost buildups, including direct labor, indirect costs, and subcontractor expenses. The program utilized NAICS code 541712 and established rigorous evaluation criteria to identify the most capable research partners for this advanced defense capability.
