Development of a Computation Fluid Dynamics Model to Quantify Explosion Hazards in Li-ion Battery Powered Rail Vehicles.

The Federal Railroad Administration (FRA) has issued a Notice of Intent to award a sole source contract to Jensen Hughes, Inc. for the development and validation of a Computational Fluid Dynamics (CFD) model designed to quantify explosion hazards in lithium-ion battery-powered rail vehicles. This project serves as a follow-on effort to a previous contract and aims to generate experimental data regarding battery energy storage system (BESS) usage in rail equipment. The research will specifically focus on analyzing flammable gases produced during battery failures, such as hydrogen, carbon monoxide, carbon dioxide, and hydrocarbons, to create a validated model that enables safer and more cost-effective rail system designs. The anticipated period of performance for this research and development effort is approximately fifteen months. The FRA intends to proceed with Jensen Hughes, Inc. due to their specialized data and technical continuity from the initial phase, noting that selecting a different source would result in duplicated costs and project delays. While this is not a request for competitive proposals, interested parties may submit capability statements by the deadline of September 21, 2026, to demonstrate their ability to perform the work without disrupting program continuity. All inquiries regarding this solicitation should be directed to Isaac Rosier, Jr. at the Department of Transportation.

Update FRA National Railroad Network Model

The Federal Railroad Administration, an agency of the Department of Transportation, issued Request for Quotation RFQ693JJ620Q000006 for a firm-fixed-price contract to update the National Railroad Network Model. The primary objective of this project is to integrate 2019 traffic density data from Class 1 railroads into the existing FRA network and recommend systemic changes to reflect current industry shifts. The selected contractor is responsible for coding density information, documenting research on freight movements, and providing updated network data and comprehensive reports. The project requires specialized expertise in GIS software, spatial data management, and freight rail operations. The contract structure consists of a 12-month base period of performance with additional 12-month options. Evaluation of proposals is based on a weighted system prioritizing technical approach, key personnel, and past performance over price. Deliverables include the updated network data and the return of all government-furnished materials. Technical requirements specify strict adherence to data formats regarding polylines, segment definitions, and the handling of tonnage data across different railroad classes to ensure the accuracy of the national rail network system.
