Volia - Current Time advertising

The Broadcasting Board of Governors intends to award a non-competitive contract to Volia Telesvit for the promotion of Current Time in Ukraine. Managed by the Office of Strategy and Development in Prague, this procurement is valued at an estimated 97,000 dollars. The primary objective is to ensure the seamless delivery of unbiased information and United States policy presentations to Ukrainian audiences, particularly in an environment where the government discourages private FM channels from broadcasting foreign content. This acquisition is being conducted under the statutory authority of FAR 6.302-1, as Volia Telesvit has been identified as the only responsible source capable of satisfying the agency's specific requirements. Because no other vendors were found during market research to provide these unique services, the government has determined that full and open competition is not possible. The Contracting Officer has certified that the anticipated cost is fair and reasonable to meet the agency's global broadcasting mission.
