Evaluation of Abuse Potential of Synthetic Opioids Using In Vivo Pharmacological Studies

Solicitation 15DDHQ19Q00000012, issued by the Department of Justice through the Drug Enforcement Administration Diversion Control Division, seeks a vendor to conduct in vivo pharmacological studies to evaluate the abuse potential of synthetic opioids. The scope of work involves preclinical rodent studies, including drug discrimination and analgesia assays, to support the DEA's scheduling activities under the Controlled Substances Act. To be eligible, vendors must possess a Schedule I researcher registration. The contract structure includes a base year and four option years, with specific unit cost tables provided for the required services. The procurement process involved several amendments to refine the Statement of Work and adjust administrative requirements. Key updates included the removal of specific FAR clauses, revisions to the Sample BPA Call Order, and clarifications regarding the submission of Past Performance Questionnaires in lieu of CPARS reports. Multiple extensions were granted for the proposal submission deadline, with the final extension provided in Amendment 0004 moving the due date to February 28, 2019. Primary points of contact for the effort are Contracting Officer John Girard and Contract Support Specialist Jacqueline Schottler.
