The U.S. Department of Commerce, National Oceanic and Atmospheric Administration, intends to award a fixed-price, Indefinite Delivery, Indefinite Quantity contract for expendable dropwindsondes to support the Aircraft Operations Center at MacDill AFB. These devices are used within the Airborne Vertical Atmospheric Profiling System to measure and record atmospheric conditions below aircraft. The contract is intended for a sixty-month period with an estimated annual quantity of 3,000 units. Deliverables must adhere to National Center for Atmospheric Research drawing specifications, and while alternate designs may be proposed, they must be proven equivalent or superior. Specifically, the proprietary Vaisala Met Sensor Module is the standard, and any alternatives must provide compelling evidence of equal or better performance. The acquisition process will follow a phased, multi-step approach to determine the best value offeror. Phase I requires a proposal demonstrating minimum experience, evaluated on a pass/fail basis. Successful firms will then sign a non-disclosure agreement to receive proprietary information before proceeding to Phase II. The government will provide a ground-based AVAPS system for production testing and limited engineering assistance for the first year following the award. To be eligible, firms must be registered in the System for Award Management database. This procurement is not set aside for small businesses.
