Consultant for NEK Vitality Project: Systems Modeling for Regional Decision Making

The Vermont Department of Economic Development is seeking a consultant for the NEK Vitality Project to develop a system dynamics modeling and simulation tool designed to foster economic development throughout Vermont's Northeast Kingdom. This decision-support tool will enable regional leaders, businesses, and municipalities to evaluate how specific investments in regional priorities influence economic outcomes over time. The selected consultant will be responsible for the entire development lifecycle, including stakeholder engagement, data collection, model calibration, and the creation of an interactive simulator. The project is scheduled to begin with a public launch at the NEK Together conference on November 4, 2026, and will involve a series of stakeholder convenings to refine the model and ensure it accurately reflects local conditions. To ensure long-term sustainability, the consultant will provide the Northeast Kingdom Collaborative with the completed simulator, scenario briefs, technical documentation, and comprehensive staff training.
