Impact Evaluation Services

The Millennium Challenge Corporation is seeking qualified small and large businesses to provide independent impact evaluation services for its programs, projects, and activities in developing countries. Selected firms will conduct rigorous economic development research, provide technical assistance for data collection, and share findings with the broader development community. Requirements include expertise in randomized trials and quasi-experimental designs to execute Category 1 evaluations, which utilize credible counterfactual scenarios, and Category 2 evaluations, which employ the most rigorous methodology possible when counterfactuals cannot be established. The agency intends to award multiple Indefinite Delivery/Indefinite Quantity contracts, with specific task orders competed among awardees on either a firm-fixed price or time-and-materials basis. Work will be performed both within the United States and in eligible developing countries. All prospective contractors must be registered in the Central Contractor Registration to be eligible for these awards.
