Basic Notice: Standard Missile-3 Block IIB Missile Design, Product Development and Initial Production

The Missile Defense Agency (MDA) intends to conduct a limited competition among Boeing, Lockheed Martin, and Raytheon for the design, development, and initial production of the Standard Missile-3 Block IIB (SM-3 Blk IIB). This effort aims to enhance U.S. homeland defense by providing an operational hit-to-kill missile capable of countering first-generation intercontinental ballistic missiles (ICBMs) by the 2022 timeframe. The SM-3 Blk IIB will integrate with the Aegis Weapon System and the Mk 41 Vertical Launching System, operating both on land and at sea, to expand the battle space and provide an additional layer of ballistic missile defense. The program will support the Phased Adaptive Approach Phase 4 and leverage a distributed sensor network for engage-on-remote capability. Only U.S.-owned prime contractors with demonstrated missile defense missile development and production experience may participate, and the Government plans to award two contracts initially, selecting one for further development after the Preliminary Design Review. The Government's evaluation will consider technical performance focusing on ICBM defense effectiveness across several key areas such as defended area, launch denial, protection level, and reliability, as well as cost factors including minimizing Aegis system modifications, design simplicity, and life cycle cost reduction. Realistic scheduling will also be a critical factor. No set-asides are anticipated, and the contract will follow FAR Part 15 procedures. Interested contractors must respond within 30 days with intent to propose and capability statements. Classified attachments related to the technical details will require a SECRET-level clearance and specific information requests. Future updates and notifications related to this solicitation will be made publicly available on the Federal Business Opportunities website, with key points of contact designated for unclassified and classified inquiries.

Basic Notice: Standard Missile-3 Block IIB Missile Product Development Phase

The Missile Defense Agency (MDA) intends to issue a Request for Proposal for the development and initial production of the Standard Missile-3 (SM-3) Block IIB interceptor, aimed at enhancing the U.S. homeland missile defense capabilities. This program focuses on creating a hit-to-kill missile system targeted to address first-generation intercontinental ballistic missiles (ICBMs) by the 2021 timeframe as part of a layered defense strategy. The interceptor will be compatible with both land and sea platforms, integrated into the Aegis Weapon System, and leverage advanced sensor networks and command and control architectures. The effort supports Phase 4 of the President’s Phased Adaptive Approach and aims to provide a significant defended area against regional and intermediate-range ballistic threats. Solicitations will follow full and open competition, with awards planned for U.S.-owned companies demonstrating expertise in ballistic missile interceptor development, integration, and production sustainment. The procurement process includes the possibility of two contracts being awarded initially for Preliminary Design Review, with one contractor selected for subsequent phases. Evaluation criteria emphasize ICBM defense performance, minimized life cycle costs, and realistic scheduling, with a strong focus on operational reliability and maintaining compatibility with existing Aegis systems. Classified information and security requirements are part of the solicitation, necessitating contractors to hold at least a SECRET facility clearance. Interested parties are advised to monitor official federal business platforms for updates and maintain proper registration for communication.

Aegis Ballistic Missile Defense Weapon System Development

The Missile Defense Agency awarded a sole source Cost-Plus-Incentive-Fee/Cost-Plus-Award-Fee contract, HQ0276-10-C-0001, to Lockheed Martin Maritime Systems and Sensors of Moorestown, New Jersey. Under this agreement, the contractor serves as the Combat System Engineering Agent for Aegis Ballistic Missile Defense Open Architecture initiatives. The scope of work includes the design, development, and testing of weapon system computer programs and upgrades for Aegis Cruisers and Destroyers, specifically focusing on the integration of Standard Missile Blocks IB and IIA, as well as planning for future baselines. This effort encompasses providing the material, equipment, and technical engineering necessary to support developmental testing, flight and ground test campaigns, surveillance missions, and risk reduction efforts to ensure operational capability. The contract requires close collaboration with MDA National Teams and other Ballistic Missile Defense System element prime contractors to optimize overall performance and includes support for Foreign Military Sales. Funded via RDT&E funds, the contract has a total cumulative face value of 1,034,550,501 dollars and an overall total contract value of 1,201,864,444 dollars. The period of performance for this specific action runs from October 1, 2009, through December 31, 2014, though broader justification and approval documentation indicates a long-term strategic requirement for these engineering agent services extending through 2019.
