Jules Tchoujan

Jules Tchoujan serves as a Contract Specialist responsible for managing the full lifecycle of procurement actions within their organization, ensuring compliance with federal acquisition regulations and promoting efficient, transparent contracting practices. Specializing in technical services and construction-related acquisitions, Jules oversees the solicitation, evaluation, award, and administration of contracts, with a primary focus on plumbing, heating, and air-conditioning systems. Their work directly supports mission-critical infrastructure maintenance and facility modernization efforts, ensuring that public assets are equipped with reliable, code-compliant mechanical systems through competitive and well-documented procurement processes. Jules maintains a consistent and professional relationship with a broad base of qualified contractors specializing in HVAC and building systems installation and maintenance. While no single vendor dominates their portfolio, Jules regularly engages with certified trade contractors possessing the necessary licenses, insurance, and technical expertise to deliver complex mechanical systems. Their contracting approach emphasizes fair competition, clear performance metrics, and rigorous contract compliance, fostering a procurement environment grounded in accountability and quality assurance. Jules’s contracting patterns reflect a strong preference for open, unrestricted competition, with 100% of awards issued under the “No Set-Aside” category. This indicates a deliberate focus on selecting the most qualified offeror regardless of socioeconomic status, prioritizing technical capability, past performance, and cost-effectiveness over set-aside programs such as 8(a), HUBZone, or SDVOSB. While small business participation is not formally incentivized in their portfolio, Jules ensures all vendors—regardless of size—are evaluated on a level playing field under full and open competition. Jules specializes exclusively in NAICS 238220, encompassing plumbing, heating, and air-conditioning contractors. Their acquisitions involve the design, installation, repair, and maintenance of commercial and institutional HVAC systems, ductwork, piping, chillers, boilers, and related controls. This deep technical focus demonstrates expertise in mechanical systems procurement, including knowledge of ASHRAE standards, energy efficiency requirements, and building code compliance, ensuring that all contracted work meets stringent operational and safety benchmarks.
