Learning Management System (LMS)

The Department of Defense Education Activity (DoDEA) intends to award a sole source, firm-fixed price contract for a Learning Management System (LMS) with a base period of ten months beginning September 8, 2019, and five additional one-month option periods. The estimated value of the contract is $238,431.00. This sole source award is justified by the Government's need for a minimum 10-month transition period to ensure proper data migration, preventing disruptions to the DoDEA school system’s mission. While this contract is an interim solution, a competitive follow-on procurement is planned for the future. The Government emphasizes that responses to the notice must provide convincing rationale that competition would be beneficial, but competition at this stage is not expected. All inquiries regarding this notice are to be submitted in writing via email to the designated contract specialist, Georgette Hendricksen, with a specific subject line, and no phone calls or voicemails will be answered. The notice clarifies that this is not a solicitation for quotes or proposals and that the Government will not cover any costs related to responses to this notice. The performance of the contract is based in Alexandria, Virginia, under NAICS code 541512, with oversight by the DoDEA office. Key contacts include the Procurement Analyst and the Chief of the IT Procurement Branch, both accessible via email for questions related to this intent.

Dover AFB Special Arrangements

The Department of Defense Education Activity requires comprehensive K-12 education services for dependents residing on Dover Air Force Base, with performance taking place in Dover AFB and Camden-Wyoming, Delaware. The scope of work includes full management and maintenance of government-provided school facilities, the operation of a student meals program, the provision of transportation, and the delivery of a full range of extra-curricular and co-curricular activities. Additionally, the contractor is responsible for providing special education and early intervention services. This contract is a sole-source award to the Caesar Rodney School District, which has served eligible students from the installation since 1957. The determination for a sole-source award is based on the district's unique ability to meet all requirements without the significant start-up costs and infrastructure investments that would be required of other entities. Other local educational agencies have shown no interest in competing for the requirement, and a previous Request for Information yielded no other responses.
