Kelvin Valdovinos

Kelvin Valdovinos serves as Housing Project Coordinator for the Housing Authority of Washington County, where he plays a central role in advancing the agency’s mission of delivering safe, stable, and accessible housing to vulnerable populations. In this primary procurement capacity, he oversees the planning, solicitation, and contract administration of architectural and design services essential to the rehabilitation, modernization, and new construction of affordable and supportive housing units. His work directly supports the agency’s strategic priorities in permanent supportive housing and transitional housing infrastructure, ensuring that capital projects align with federal housing standards and community needs. Valdovinos collaborates closely with licensed architectural firms and design-build teams to deliver technically compliant, code-adherent housing solutions. While no specific contractor relationships are currently identified in procurement records, his role consistently engages firms with expertise in residential design, accessibility compliance, and sustainable building practices. His procurement approach emphasizes clear performance specifications, rigorous design review cycles, and close coordination with engineering and housing operations teams to ensure deliverables meet both functional and regulatory requirements. His contracting activity reflects a strong preference for open competition, with 100% of acquisitions classified as “No Set-Aside,” indicating a focus on technical merit and capacity over socioeconomic targeting. This approach prioritizes the selection of qualified professionals based on expertise in affordable housing design rather than demographic certification criteria, though small businesses are not excluded from participation. Valdovinos’s procurement focus is exclusively concentrated in NAICS 541310 (Architectural Services), reflecting deep specialization in residential architecture for public housing programs. He procures comprehensive design services including schematic design, construction documentation, code analysis, ADA compliance assessments, and energy modeling—ensuring all projects meet HUD guidelines and Oregon’s building codes. His technical domain expertise lies in the integration of supportive housing features, universal design principles, and energy-efficient construction methodologies within constrained public budgets.
