HVAC Systems Removal, maintenance, & Installation

Solicitation HSSS01-09-R-0051, issued by the Department of Homeland Security's Fletc Glynco Procurement Office, is a total set-aside for Service-Disabled Veteran-Owned Small Businesses. The project focuses on the removal, maintenance, and installation of HVAC systems at the US Secret Service Training Center in Laurel, Maryland. The scope of work involves replacing and installing energy-efficient chillers, boilers, and unit heaters across several facilities, including the Knight Building, Hazen Security Building, PODC Vehicle Storage Buildings, and Maloney Carriage Building. Technical requirements mandate compliance with Energy Star and ASHRAE 90.1 standards, alongside the implementation of a new Energy Management System and Fire Alarm System utilizing DDC-based controls. The procurement is structured as a firm fixed price contract and requires comprehensive proposal submissions, including pricing support, a performance work statement with a Gantt chart, and key personnel resumes. Strict security protocols are in place, requiring all contractor personnel to undergo a vetting process via a personnel security application for facility access. Mandatory site visits were scheduled for January 12, 2010, with a strict deadline for access forms. The contract is governed by standard FAR clauses and specific terms regarding payment procedures, warranties, and termination for convenience or cause.
