R--Ecological and Human Health Risks of Contaminants

The US Environmental Protection Agency (EPA) has announced a presolicitation for a forthcoming contract to support its Office of Water in assessing ecological and human health risks associated with contaminants in water, fish, sediments, and microbial pathogens in surface waters. This contract aims to provide specialized scientific and technical support through various professional categories, including environmental chemists, toxicologists, biologists, engineers, and analysts. The procurement process involves a full and open competitive solicitation, expected to be released between early and late September 2025, with proposals due approximately 30 days afterward. The contract will be an indefinite delivery/indefinite quantity (IDIQ) type, with a base period of five years, potentially extended up to 78 months, including options for additional performance and extensions. The contract value is anticipated to range from a minimum of $100,000 to a maximum of $21.7 million, with the award based on a best-value source selection process considering both price and non-price factors, where technical and quality considerations are more significant than cost. The solicitation will include specific disclosure requirements related to organizational conflicts of interest, particularly concerning entities involved in chemical development, waste management, water treatment, and fisheries, among others. Interested parties must register in the System for Award Management (SAM) and download solicitation documents from FedConnect®. The contract aims to address complex environmental issues and microbial risks in surface waters, supporting EPA’s mission to protect ecological and human health.
