K-5 LITERACY: Core, Strategic & Assessment Resources

The Department of War Education Activity (DoWEA) is seeking information for the procurement of commercial off-the-shelf (COTS) print and digital literacy resources for students in grades K-5. The requirement encompasses core and strategic instruction, assessment resources for students and subject matter experts, and a specific literacy proficiency tool to monitor student progress. Additionally, the contractor must provide related professional learning via synchronous and asynchronous modes, technical support, and correlations to educational standards. The anticipated period of performance is from April 5, 2027, to April 4, 2033, with a formal solicitation expected to be posted on SAM.gov in the September-October timeframe. Technical requirements specify that digital resources must integrate with Schoology and Google Classroom, utilize single sign-on via platforms like ClassLink, and conform to IMS Learning Global Consortium content packaging specifications. Software must generally meet FedRAMP Level 2 standards. The scope of performance is global, covering schools in the Americas, Europe, the Middle East, and the Pacific. While DoWEA prefers a single award, it may split the award between K-5 core and strategic resources. This current effort is a Request for Information (RFI) for planning purposes, requiring a non-binding price estimate and technical descriptions by October 16, 2026.
