Case Study for Performance-based Safety Assurance

The U.S. Nuclear Regulatory Commission (NRC) is soliciting a firm-fixed-price contract for a case study focused on performance-based safety assurance for reactor protection systems. The project aims to improve licensing review efficiency for high-criticality digital instrumentation and controls in nuclear power plants using a Safety Assurance Case (SAC) approach. The scope of work is organized into six tasks across five phases over a 15-month period, including planning, domain engineering, and the development of building blocks and libraries. Key deliverables include a Technical Letter Report, SAC user and maintenance manuals, and various library appendices. The base period of performance is scheduled from September 14, 2026, to September 13, 2027, with an option to extend the term through September 13, 2028, and a potential additional six-month extension. This opportunity is a 100 percent small business set-aside under NAICS code 541330. Award decisions will be based on a best-value trade-off process, prioritizing technical approach and past performance over cost. Proposals must be submitted via FedConnect in two volumes: a technical volume and a cost/price volume. The contract includes strict requirements regarding organizational conflicts of interest, prohibiting the contractor from participating in follow-on efforts resulting from this work. Additionally, the contractor must adhere to basic safeguarding of information systems and obtain specific security approvals for personnel accessing sensitive or classified data. All electronic deliverables must comply with Revised Section 508 accessibility standards, and final acceptance will occur at the NRC facility in Rockville, Maryland.
