Technical Assistance Activities Related to New Reactor License Applications (ABWR)

The U.S. Nuclear Regulatory Commission intends to enter into a five year sole source contract with Energy Research Incorporated to provide technical and scientific support for new reactor license applications specifically regarding the GE Hitachi ABWR. This engagement focuses on ensuring the safety, security, and adequacy of nuclear power plant design, construction, and operations. The procurement is conducted under FAR Part 15 and NAICS code 541690, with the work being performed in Rockville, Maryland. The NRC has identified Energy Research Incorporated as the only responsible source capable of fulfilling these requirements due to their unique expertise and integral role in the review process over the previous four years. The agency asserts that awarding the contract to another entity would result in unacceptable duplication of costs and significant project delays. While this notice serves as an intent to negotiate without competition, the government allows other sources 15 calendar days to provide clear and convincing evidence of their technical capabilities to justify a competitive procurement.
