Instrumented Roadways for Speed-related Problems v2.0

The National Highway Traffic Safety Administration is seeking a contractor for a naturalistic study titled Instrumented Roadways for Speed-related Problems v2.0. The project aims to reduce speeding-related fatalities and economic costs by deploying traffic measurement devices in a medium-sized city or county with a population between 150,000 and 500,000. The contractor will collect real-time speed, traffic density, and crash data, providing this information to local law enforcement to help them optimize resource deployment and enforcement strategies. The ultimate goal is to develop an implementation guide that assists program planners in reducing crashes through data-driven speed management. This procurement is a full and open competitive action intended as a Time and Material Type Contract with a performance period not exceeding 36 months. The selected contractor will be responsible for instrumenting targeted roadways, observing enforcement activities for one year following a 90-day baseline period, and conducting an independent analysis of the relationship between traffic volume, speeding, and crashes. An optional task may be added to evaluate specific speeding countermeasures. Interested parties must be registered in the System for Award Management to be eligible for the award.
