A -- RADIATION EMBRITTLEMENT ANALYSIS

The U.S. Nuclear Regulatory Commission plans to negotiate a sole source contract with the University of California, Santa Barbara for a Radiation Embrittlement Analysis project. This contract is a continuation of a prior agreement, focusing on analyzing specimens irradiated at the Ford Nuclear Reactor that have yet to be tested. The contractor will develop and validate physical models related to radiation embrittlement and update predictive procedures for changes in toughness of irradiated pressure vessels, particularly concerning pressurized thermal shock. The effort requires the unique expertise of Dr. Odette and UCSB's specialized facilities, which are critical to completing the research successfully. This contract will be awarded under the authority of FAR Subpart 6.302-1 due to the sole source justification tied to the unique capabilities of UCSB and its principal investigator. The period of performance is three years from the award date. Although this notice is not a solicitation, interested firms may submit capability statements within 15 days of the announcement to demonstrate their ability to perform the required services; however, only those fully meeting the requirements will be considered. Contact details for the Senior Contract Specialist, Michael D. Turner, are provided for further inquiries.
