Risk Informed And Performance Based Oversight Of Radiological Emergency Response Programs

The U.S. Nuclear Regulatory Commission, in coordination with FEMA, requires expert technical assistance to conduct a study titled Risk Informed And Performance Based Oversight Of Radiological Emergency Response Programs. The primary objective is to develop a road map for quantifying the protection provided by emergency preparedness plans and codifying these findings into transparent, objective, and measurable regulations. The contractor will explore performance-based oversight methods that focus on outcomes and the ability of responders to protect public health during nuclear power plant accidents, while also examining the integration of these programs with DHS national initiatives. This small business set-aside contract is categorized under NAICS code 541620 for Environmental Consulting Services and is anticipated as a Time-and-Material/Labor-Hour agreement. The period of performance is twelve months with an optional six-month extension. The selected contractor will provide all necessary personnel and management to conduct the study independently, collaborating with NRC and FEMA staff through meetings and technical consultations to determine if a restructured regulatory paradigm would improve effectiveness and efficiency without creating excessive burden.
