Solicitation for Hard Drive Destruction Services

The Social Security Administration, through the Office of Acquisition and Grants, is soliciting quotations to establish a Blanket Purchase Agreement for hard drive destruction and disposal services at its headquarters in Baltimore, Maryland. The contract consists of a base year from September 1, 2026, to August 31, 2027, with four subsequent option years, extending the total period of performance through March 30, 2032. The scope of work involves the sanitization and physical destruction of approximately 22,500 annual items, including CPUs, laptops, servers, and various magnetic media, ensuring all processes comply with NIST SP 800-88 R1 standards and EPA recycling regulations. Services may be performed on-site or at a contractor facility located within a two-hour commuting distance of the service area. The contractor is required to provide detailed project plans, Excel-based destruction reports for every item, and written certifications affirming that no data is recoverable. Strict security protocols are mandated to protect personally identifiable information and confidential data, including the removal of all agency identifiers such as barcode labels and RFID tags. This is an unrestricted solicitation, not set aside for small businesses, and requires offerors to be registered in the System for Award Management. Payment is processed via Electronic Funds Transfer through the Invoice Processing Platform. The contracting officer, Elizabeth Mullin, serves as the primary point of contact for this requirement.
