T--Lahontan Basin Area Office (LBAO) Newlands Satelli

The Bureau of Reclamation, Mid-Pacific Region, is soliciting firm-fixed-price multispectral and high-resolution satellite imagery services for the Lahontan Basin Area Office Newlands Project. This small business set-aside acquisition, under NAICS code 541370, covers a period of performance from March 2, 2026, to December 31, 2028. The contractor is required to collect and deliver eight multispectral satellite images monthly from March through November and one high-resolution image annually between June and September for each year of the contract. Deliverables must be submitted electronically via a secure government-approved FTP site within three weeks of acquisition, maintaining a 99 percent compliance rate with quality standards. Award will be determined through a trade-off process based on technical capability, past performance, and price, rather than the lowest price technically acceptable method. The contract mandates strict adherence to security and compliance protocols, including NIST SP 800-171 for handling Controlled Unclassified Information, prohibitions on specific foreign technologies such as Kaspersky Lab and ByteDance, and compliance with Service Contract Labor Standards for Nevada counties. Invoicing must be processed exclusively through the Invoice Processing Platform. Technical oversight and acceptance of deliverables are managed by the Contracting Officer's Representative to ensure all imagery meets the specifications outlined in the Performance Work Statement.
