Nicole T Rounay

Nicole T Rounay is a Contract Specialist responsible for managing the procurement process and executing acquisitions to support the agency's operational requirements. In this role, she handles the administrative and technical aspects of contracting, ensuring that acquisitions are conducted in accordance with federal procurement regulations. Regarding set-aside preferences, the procurement patterns show a heavy reliance on full and open competitions, with no set-aside designations applied to the vast majority of actions. A small percentage of acquisitions are designated as Total Small Business Set-Asides under FAR 19.5, indicating a limited but present focus on small business participation. The procurement focus is heavily weighted toward specialized industrial and technical sectors. Primary areas of expertise include the manufacturing of aircraft parts and auxiliary equipment, as well as commercial and institutional building construction. Additionally, there is a significant focus on shipbuilding and repair, engineering services, and the manufacturing of search, detection, navigation, and guidance systems for aeronautical and nautical applications.
