Nilda Lugo

Nilda E. Lugo serves as a Contract Specialist within the National Geospatial-Intelligence Agency (NGA), part of the Department of Defense, where she plays a pivotal role in executing complex acquisitions that support the agency’s mission to deliver timely, accurate geospatial intelligence. She manages the full lifecycle of procurement actions—from market research and solicitation development to contract award and administration—focusing on technical services critical to geospatial data collection, analysis, and infrastructure modernization. Her portfolio primarily encompasses professional, scientific, and technical services aligned with NGA’s strategic priorities in geospatial technology and analytical innovation. Lugo maintains a strong working relationship with ECS FEDERAL, LLC, a key contractor providing specialized geospatial and mission support services. Her procurement patterns reflect a preference for established, high-capacity vendors with proven expertise in defense and intelligence environments, though she actively engages with a diverse supplier base to ensure competitive, mission-critical outcomes. Her approach emphasizes performance-based contracting, risk mitigation, and compliance with federal acquisition regulations, fostering long-term vendor partnerships grounded in technical excellence and accountability. Her contracting activity reflects a minimal reliance on socioeconomic set-asides, with 94.7% of awards issued under full and open competition, and only 5.3% allocated to Women-Owned Small Businesses. This pattern underscores a mission-driven focus on capability over socioeconomic classification, while still maintaining compliance with small business goals where appropriate. Lugo’s primary NAICS focus areas include Geophysical Surveying and Mapping Services (541360) and Surveying and Mapping Services (541370), with significant activity in Scientific and Technical Consulting (541690) and Research and Development in Physical Sciences (541715). She routinely procures advanced geospatial data systems, remote sensing analytics, cartographic services, and geospatial software development, demonstrating deep expertise in defense-oriented geospatial intelligence domains.
