INNOCUOUS INTERNET COMMUNICATIONS

Solicitation HHM402-09-R-0321, titled Innocuous Internet Communications, was issued by the Virginia Contracting Activity for the Department of Defense. This total small business set-aside under NAICS code 541513 seeks a contractor for the development, testing, and delivery of test pairs, along with associated 24/7 phone support and maintenance. The contract structure consists of a base period and four option periods. Due to the sensitive nature of the requirements, the Statement of Work is restricted and requires a classified STU-11 or STU-12 number for access. The procurement process included a requirement for a Past Performance Questionnaire to evaluate potential contractors on quality of service, timeliness, and cost control, as well as the submission of an SF328 Certificate Pertaining to Foreign Interests to determine eligibility for facility security clearances. While the initial response deadline was set for September 18, 2009, Amendment 01 extended the proposal submission deadline to 12:00 noon on September 23, 2009, and established a secure fax process for clarification questions. Pamela S. Robinson serves as the contracting officer for this effort.
