J -- Maintenance Agreement

The Bureau of Alcohol, Tobacco, Firearms and Explosives (ATF) plans to enter into a sole source contract with Pitney Bowes for a one-year maintenance agreement on ATF-owned proprietary mailing systems, including models such as DM Infinity, B700 series, DM 300 series, DM 500 series, and 1000 series. Pitney Bowes is the exclusive provider capable of servicing these specific mailing systems, which are distributed across 227 ATF locations. Securing this maintenance agreement ensures that the equipment remains operational at all times, including during emergencies, thereby supporting the Bureau's critical mission to mail essential documents and materials. Without this contract, ATF risks operational disruptions and significant financial costs associated with replacing non-serviceable equipment. This procurement will proceed without competitive bidding, conducted under the authority of FAR 6.302 and using Simplified Acquisition Procedures as specified by FAR Part 13. The notice serves solely to collect information that may help determine whether competition would be appropriate, but the Government intends to negotiate exclusively with Pitney Bowes. The requirement's closing date was November 1, 2007, with Paula King designated as the contracting officer and primary contact for any inquiries. This approach reflects the unique nature of the proprietary equipment and the necessity of uninterrupted maintenance support.

J -- Maintenance Agreement

The Bureau of Alcohol, Tobacco, Firearms and Explosives (ATF) plans to enter into a sole source contract with Pitney Bowes, located in Annandale, VA, for a one-year maintenance agreement covering ATF-owned proprietary mailing systems. These systems include several models developed exclusively by Pitney Bowes, such as the DM Infinity, B700 series, DM 300 series, DM 500 series, and the 1000 series. Because Pitney Bowes is the sole provider authorized to service this specialized equipment, no other company can perform the necessary maintenance and repairs. This arrangement ensures that the ATF's 227 locations maintain fully operational mailing equipment, critical for the timely dispatch of mission-related materials and for avoiding costly equipment replacements. The contract will be awarded through Simplified Acquisition Procedures under the authority of FAR 6.302, which allows negotiation without competitive bidding due to the unique nature of the servicing provider. The government's decision not to compete the contract is discretionary, and responses to the notice of intent will only be used to determine whether competitive procurement is necessary. Interested parties may submit questions up until the closing date of February 2, 2007. The designated point of contact for this acquisition is Paula King, who can be reached via email or fax. This procurement aims to maintain operational readiness and avoid disruption to the Bureau’s mission by ensuring continuous, reliable maintenance support for its specialized mailing systems.
