Fire Suppression System Maintenance

This solicitation, identified as RFP No. HSFE50-16-R-0002, seeks proposals for the maintenance of fire suppression systems at the Department of Homeland Security's Federal Emergency Management Agency (FEMA) Mount Weather Emergency Operations Center located in Mt. Weather, Virginia. The contract will be awarded to a responsible offeror whose proposal is most advantageous to the government, considering price and other evaluation factors. The work requires an active DSS TOP SECRET facility clearance for the contractor and any subcontractors, along with individual TOP SECRET clearances for all personnel performing the maintenance on site. The solicitation incorporates FAR provisions applicable to commercial item acquisitions, and the contract will be issued as a simplified acquisition or through a GSA Schedule delivery order. Offerors must submit compliant proposals electronically by the designated deadline, include required certifications, and ensure they are registered in the System for Award Management (SAM) with an active DUNS number. A pre-proposal site visit at the MWEOC will be conducted to allow contractors to inspect the fire suppression systems, and attendance must be coordinated ahead of time with the provided contact to gain access. Questions regarding the RFP must be submitted in writing within established timeframes following the site visit, with responses provided through formal amendments. The solicitation aligns with NAICS code 238220, which pertains to fire protection contractors, and the associated small business size standard is $15 million. Pricing must exclude sales tax as FEMA is a tax-exempt agency, and proposals should thoroughly address the specified evaluation criteria. Award notification will be communicated in writing, at which point a binding contract will be established.
