RECOVERY: Addition of New Functionality to the Social Security Online Accounting and Reporting System (SSOARS) to Process Incorrect Economic Recovery Payments (ERP)

The Social Security Administration awarded a delivery order to Oracle Corporation for 1,255,058 dollars to provide technical support services for the recovery of incorrect Economic Recovery Payments. Funded by the Recovery Act, this project focuses on implementing programming changes to the Social Security Online Accounting and Reporting System to manage the administrative debt collection process for an estimated 15,000 to 20,000 erroneous payments. The scope of work includes creating accounts receivable records, issuing collection letters, tracking delinquencies for the U.S. Treasury Cross-Servicing Program, and developing management summary reports. The contract was awarded as a brand name item because only Oracle Corporation and its authorized resellers could meet the agency's specific technical requirements. The period of performance runs from May 19, 2009, through October 27, 2009, with a critical deadline for system modifications to be in place by July 1, 2009. This action ensures the agency can effectively monitor and execute the recovery of funds distributed to Title II and XVI beneficiaries.
