D-FEND EnforceAir 2.0 Systems

The Drug Enforcement Administration plans to procure D-FEND EnforceAir 2.0 Systems and Covert Kits from D-Fend Solutions on a sole source basis due to the proprietary nature of the hardware and software, which ensures that only D-Fend can provide warranties and technical support for these systems. The equipment is designed to be compatible with existing D-FEND systems already in use by the DEA, and the original purchase includes all necessary warranty coverage, shifting the financial responsibility for repairs and maintenance to the vendor. This acquisition is restricted to small businesses and will be conducted under the Federal Acquisition Regulation Part 13 Simplified Acquisition Procedures using a firm-fixed price purchase order. The North American Industry Classification System code for this requirement is 334511. Vendors interested in demonstrating their capability to meet the government’s needs may submit a capability statement by May 26, 2026, at 2:30 p.m. Eastern Time, although no competitive solicitation is being issued and the DEA retains full discretion to proceed without competition. D-Fend Solutions explicitly does not permit third-party providers to support or alter the systems. The point of contact for inquiries is Randy Bell Sr. at [email hidden], and the equipment will be delivered to Lorton, Virginia.

Sur-Tec Casper Connect

The U.S. Department of Justice, Drug Enforcement Administration, plans to issue a sole source purchase order to Sur-Tec for the renewal of Casper Connect Technology, a proprietary wireless surveillance system exclusively provided by Sur-Tec. This technology enables undercover officers to securely capture and stream high-definition audio and real-time geolocation data from their smartphones, enhancing officer safety through untraceable evidence collection and improved monitoring capabilities by support teams. Sur-Tec is the sole authorized vendor, with no third-party providers permitted, ensuring control over the system’s integrity and security. The solicitation, identified as D-26-PC-0001, was posted on May 12, 2026, with a response deadline of May 27, 2026. The contract falls under NAICS code 541519 and is managed by the Drug Enforcement Administration under the Department of Justice. The place of performance is listed as Panama City, Panama, and the primary point of contact is Randy Bell Sr., reachable at [email hidden]. The nature of this procurement reflects a critical operational need for secure, proprietary surveillance tools, and the sole-source designation underscores the unique and irreplaceable role Sur-Tec plays in supporting undercover law enforcement operations.
