7E--SIP ICS SCADA OPERATOR WORKSTATION REPLACEMENTS

The Department of the Interior, through the Denver Federal Center and the Bureau of Reclamation, issued a presolicitation notice under solicitation number 140R8122Q0315 for the replacement and addition of SCADA operator workstations. This project specifically targets the Snake River Area and involves the procurement of four workstations, consisting of two replacements and two new additions. The requirement is categorized under NAICS code 541512 for computer systems design services. The agency expressed an intent to award a firm-fixed-price purchase order to HSQ Technology to ensure full compatibility with the existing HSQ MISER SCADA system. As part of the procurement process, the Bureau of Reclamation invited interested parties to submit capability statements by August 25, 2022, to evaluate whether the requirement should be competed or remain a sole-source award. Rex Amicone serves as the primary point of contact for this acquisition.

D--EACSS Improvement Project

The EACSS Improvement Project, under solicitation 140R8122Q0056, is an award issued by the Department of the Interior's Bureau of Reclamation Denver Office for IT and Telecom Security and Compliance Support Services. The primary objective of the project is the replacement and upgrade of the Electronic Access Control and Surveillance System across eight facilities within the Snake River Area Office in Southern Idaho. This technical upgrade requires the installation of a standardized Lenel OnGuard Management System integrated with Milestone subsystems. The period of performance for these services is established from August 1, 2022, to February 28, 2024. To ensure technical compliance and security, the contract mandates that the selected vendor hold specific Lenel and Milestone certifications and perform at least 50 percent of the work in-house. Due to the sensitive nature of the facilities, including the Minidoka and Black Canyon Dams, contractors were required to execute a Federal Non-Disclosure Agreement to access controlled statements of work and site-specific information. The scope of work was further refined through multiple amendments to include additional requirements for conduit installation and updated technical objectives.

63--RECONYX CELLULAR SURVEILLANCE CAMERAS

Solicitation 140R8122Q0138 is an award notice issued by the Department of the Interior, specifically through the Bureau of Reclamation Denver Office, for the procurement of Reconyx cellular surveillance cameras and associated accessories. The scope of the requirement includes cellular cameras, mounts, memory cards, and solar chargers, as detailed in a schedule of supplies spanning items 00010 through 00070. The procurement is strictly for the acquisition of equipment, and the agency explicitly stated it was not seeking alternative camera recommendations or installation services. The solicitation process included several amendments to clarify technical requirements and vendor inquiries. While one amendment incorrectly addressed ballistic panels and delivery to California, it was subsequently canceled as it did not pertain to the actual requirement. The final guidance confirmed the focus on the specified Reconyx equipment. The contract follows FAR commercial item clauses and requires the use of the IPP platform for electronic invoicing. The primary point of contact for this action is Rex Amicone at the Denver Federal Center.
