Paleoliquefaction Studies in Moderate Seismicity Regions with a History of Large Events - NUREG/CR

The U.S. Nuclear Regulatory Commission proposes a non-competitive purchase order with M. Tuttle and Associates for a project focused on paleoliquefaction studies in moderate seismicity regions of the Central and Eastern United States. The primary goal is to finalize a NUREG/CR report to standardize procedures for identifying and documenting paleoliquefaction features, which will help reduce uncertainties in recurrence estimates and source models for large earthquakes. This nine-month engagement involves completing remaining report sections, briefing NRC stakeholders, and submitting a scientific manuscript to a refereed journal. The contract is designated under NAICS Code 541360 for Geophysical Surveying and Mapping Services. Because Dr. M. Tuttle served as the prime contractor and key researcher on the previous phase of this work, the NRC has determined that awarding the contract to her firm is the only way to avoid substantial duplication of costs and unacceptable delays. The Principal Investigator is required to be an expert in paleoliquefaction studies and field techniques specifically within the Central and Eastern United States.

High Pressure Post-CHF Rod Bundle Tests Program or High Pressure Post-CHF Rod Bundle Tests Program

The U.S. Nuclear Regulatory Commission intends to award a non-competitive indefinite delivery-indefinite quantity contract to Pennsylvania State University for a five-year research project called the "High Pressure Post-CHF Rod Bundle Tests Program." This contract is justified under statutory authority allowing sole-source contracting when only one responsible source can meet the agency’s needs. The project focuses on obtaining experimental heat transfer data related to high pressure post-critical heat flux (CHF) conditions in rod bundles, which are relevant for nuclear reactor safety validation. Significant components of the work include designing and manufacturing a high-pressure test apparatus, developing heat transfer models and correlations for safety codes, employing gamma tomography measurements, and integrating new data into a pilot version of the TRACE reactor safety analysis code. To fulfill the project goals, the selected contractor must have substantial expertise in two-phase flow theory, multi-phase measurement technologies, and must possess or develop specialized high-pressure test facilities capable of simulating reflood conditions with steam and water at pressures up to 1000 psia. The facility will also require advanced power supplies capable of heating fuel simulators to high temperatures and radiation-shielded test cells for gamma ray experiments. The research aims to generate broadly applicable data by modeling generic rod bundle configurations instead of proprietary fuel vendor designs. Due to the specialized nature of this work, the NRC is seeking evidence of qualifications rather than competitive bids and has designated a contract specialist as the point of contact for submissions and inquiries.
