Sharday Leedy

Sharday Leedy serves as a Contracting Specialist responsible for managing the full lifecycle of federal acquisitions, from requirements development to contract award and administration. With a focus on ensuring compliance with federal procurement regulations, she facilitates timely and efficient contract execution to support mission-critical operations. Her portfolio primarily includes service-based acquisitions in transportation logistics and technical design services, requiring nuanced understanding of both operational needs and regulatory frameworks. She works closely with program managers and technical evaluators to align contracting strategies with agency objectives, ensuring transparency, competition, and accountability throughout the acquisition process. While specific contractor names are not available, Sharday maintains relationships with a diverse pool of vendors, including both large prime contractors and small businesses capable of delivering specialized freight and drafting services. Her procurement approach emphasizes competitive solicitation methods such as RFQs and RFPs, fostering an environment where vendors are evaluated on technical merit, past performance, and compliance with socioeconomic requirements. She consistently encourages vendor engagement through pre-solicitation outreach and industry days to promote fair access and informed bidding. Sharday demonstrates a strong commitment to small business participation, with HUBZone set-asides accounting for one-third of her acquisitions, reflecting a deliberate effort to channel opportunities to businesses located in historically underutilized economic zones. The remaining two-thirds of her awards are conducted as full and open competitions without set-asides, indicating a balanced approach that prioritizes both socioeconomic goals and broad market competition. Her contracting patterns align with federal mandates to promote economic development in targeted communities while maintaining fiscal responsibility. Her primary procurement focus lies in NAICS 484110 (General Freight Trucking, Local) and NAICS 541340 (Drafting Services), indicating expertise in logistics support and technical design deliverables. She manages contracts for local freight transportation, equipment movement, and engineering drafting services, requiring familiarity with transportation regulations, safety standards, and technical specifications for deliverables. This dual-domain specialization positions her as a key facilitator in acquiring essential support services that underpin broader operational capabilities.
