SSG Franc Ouedraogo

SSG Franc Ouedraogo serves as a key procurement specialist within the 0409 Aq Hq Contract office under the Department of the Army, responsible for managing mission-critical acquisitions that sustain military infrastructure across overseas garrisons and deployed environments. His role centers on securing specialized telecommunications and satellite services essential to maintaining command, control, and logistics connectivity for U.S. Army installations in Europe and other operational theaters. He oversees the full lifecycle of contract actions—from requirements validation and solicitation to award and performance monitoring—ensuring alignment with Army readiness objectives and federal acquisition regulations. His acquisitions are highly technical, often involving secure, resilient, and geographically dispersed communication systems. SSG Ouedraogo maintains a consistent working relationship with PAE Applied Technologies LLC, a trusted provider of integrated facility and infrastructure support services, and BSH HUISHOUDAPPARATEN B.V., a multinational contractor delivering specialized equipment solutions. These partnerships reflect a preference for established, globally capable vendors with proven experience in austere environments. His contracting patterns indicate a reliance on long-term, performance-based agreements that emphasize reliability, interoperability, and rapid deployment capability, with minimal reliance on competitive bidding due to the specialized nature of the requirements. SSG Ouedraogo’s procurement portfolio exhibits no set-aside preferences, with 100% of awards issued under full and open competition. This reflects the highly technical and mission-critical nature of the acquisitions, where specialized capabilities and global scale often preclude participation by small or socioeconomically disadvantaged firms. While small business participation is not formally prioritized, all procurements adhere strictly to FAR compliance and transparency standards. His primary technical focus is on NAICS 517410 (Satellite Telecommunications), encompassing secure satellite communications, ground station infrastructure, encrypted data links, and satellite-based network management systems. He procures end-to-end telecommunications solutions that enable real-time intelligence, surveillance, and reconnaissance operations, with an emphasis on hardened, jam-resistant architectures capable of operating in contested electromagnetic environments.
