Study to Evaluate the Feasibility of Using Reading Achievement Levels Developed in 1992 for Reporting Results of the 2009 National Assessment of Educational Progress in Reading for Grades 4, 8 and 12 and to Draft Descriptions for Reporting 2009 Results

The National Assessment Governing Board awarded contract ED-NAG-10-C-0002 to Educational Testing Service (ETS) for $323,909 to evaluate the feasibility of using 1992 reading achievement levels for the 2009 National Assessment of Educational Progress (NAEP) across grades 4, 8, and 12. Awarded as a sole source contract under FAR 13.106-1(b)(1), the agreement leverages the unique expertise of ETS in braided data collection design, score scaling, and item anchoring. The performance period for this work runs from December 22, 2009, to August 31, 2010. A subsequent contract modification valued at $140,514.00 was issued to address unanticipated requirements. These additions include revising draft achievement level definitions for reading and math based on panelist feedback and conducting a special science anchoring study to clarify the relationship between student performance and policy definitions. ETS was selected for this modification due to its specialized experience with NAEP score scales and its ability to meet the urgent timelines required for the Governing Board's policy decisions.

Content Alignment Studies of the 2009 National Assessment of Educational Progress for Grade 12 Reading and Mathematics with the SAT and ACCUPLACER in these subjects

The National Assessment Governing Board has awarded a firm fixed price contract to WestEd in the amount of 1,081,078 dollars. This twelve month agreement tasks the contractor with conducting content alignment studies for the grade 12 National Assessment of Educational Progress in reading and mathematics. The primary objective is to evaluate how these assessments align in terms of content and complexity with the corresponding reading and mathematics tests from the College Board, specifically the SAT and ACCUPLACER. To achieve this, WestEd will implement four separate alignment studies using a design based on the Webb methodology. This structured approach will guide the development and execution of the procedures used to compare the assessments. The project is managed under the Department of Education and is focused on ensuring consistency across these critical educational benchmarks.
