Advanced Placement United States History Curriculum

The Department of Defense Education Activity issued solicitation HH60104-APUSH to acquire commercial off-the-shelf print and digital Advanced Placement United States History curriculum materials. The government intended to award a single firm-fixed unit price requirements contract featuring a twelve month base period followed by nine option periods. Evaluation of proposals was based on a best value trade-off, with a primary emphasis on technical capability and past performance over price. The procurement process included several modifications, such as Amendment 1, which extended the IT component deadline and clarified technical support operational hours and response times across the Americas, Europe, and Pacific regions. A final Amendment 3 was issued on September 3, 2015. To ensure compliance, vendors were required to provide detailed technical, past performance, and price submissions, as well as certify web application accessibility according to CFR 1194 standards using a government product accessibility template.
