MARKET SURVEY NOTICE for new ATCT Project at (FLL) Fort Lauderdale- Hollywood International Airport

The Federal Aviation Administration is conducting a market survey for the Progressive Design Build of a new Air Traffic Control Tower (ATCT) at the Fort Lauderdale-Hollywood International Airport in Florida. This project, identified under solicitation 697DCK-27-R-FLL01 and NAICS code 236220, has a total target budget of 85 million dollars. The procurement is structured in two primary phases: Phase 1 focuses on programmatic validation, preconstruction services, and preliminary design up to 70 percent completion, while Phase 2 covers final design, full construction, commissioning, and warranties. The contract utilizes a Firm Fixed Price model for Phase 2 construction, with a total budget encompassing both the new tower facility and final parking and site configuration. The FAA will employ a Tradeoff Source Selection Method, prioritizing non-cost factors over price. Evaluation is based on three volumes: a pass/fail business proposal, a statement of qualifications focusing on project past performance and experience, and a Phase 1 price proposal requested only from the apparent awardee. Qualified sources must demonstrate a record of completing mission-critical facilities of similar scope within the last ten years. The selection process includes confidential interviews with the three highest-rated submittals. Additionally, firms categorized as other than small businesses must provide a subcontracting plan meeting specific goals, including 40 percent for small businesses and 5 percent each for socially disadvantaged, women-owned, and service-disabled veteran-owned small businesses.
