Evaluation Capacity Building Services

The Federal Railroad Administration intends to award a sole source contract to Daniel L. Stufflebeam for the development of a research and development program evaluation capacity building strategy and an evaluation implementation plan. The contract duration is anticipated to be six months. Mr. Stufflebeam is uniquely qualified due to his extensive 39-year tenure as Director of the Evaluation Center at Western Michigan University and his significant contributions to the field of evaluation, including the development of evaluation standards, programs, and systems across various educational and governmental organizations. His broad expertise, numerous publications, and recognized leadership in the field position him as the ideal candidate for this work. The contract is being awarded without full and open competition because of a conflict of interest related to other contractors who will bid on a forthcoming IDIQ procurement for similar evaluation services, which could unfairly disadvantage those contractors if they were involved in developing the evaluation strategy. This sole source approach is deemed necessary to avoid delays and ensure unbiased, strategic guidance that will benefit FRA’s R&D program managers and contractors in the long term. Awarding the contract to Mr. Stufflebeam, who has no current or anticipated contractual ties to FRA, mitigates potential conflicts of interest and competition concerns, ensuring fairness in the upcoming IDIQ awards. Additionally, bringing on a different contractor at this stage would introduce significant costs and delays that could negatively affect the strategic planning and evaluation efforts of the FRA. This contract is not a solicitation for competitive quotations, and any sources wishing to be considered must submit documentation before the specified response date.

The ideal contractor should possess substantial expertise in rail or project finance, particularly within municipal bonds, corporate bonds, commercial banking, and infrastructure financing through public-private partnerships. Attorneys working under the contract must be admitted to at least one U.S. state or the District of Columbia bar and have graduated from an accredited U.S. law school. The contract will feature a 12-month base period plus four one-year option periods.
