Vance C. Bickford

Vance C. Bickford serves as a key procurement lead within W6QM MICC Ft. McCoy (RC), supporting the Department of the Army’s mission to sustain operational readiness through facilities and infrastructure services. He manages a diverse portfolio of construction and maintenance contracts, focusing on critical installation support functions including plumbing, heating, ventilation, air conditioning, electrical systems, and specialized building equipment installations. His work ensures that military installations remain safe, functional, and compliant with federal standards, directly enabling troop readiness and daily operations. Bickford routinely handles task orders under IDIQ contracts and other simplified acquisition procedures tailored to rapid-response infrastructure needs. He maintains strong, ongoing relationships with a core group of contractors including YUKON MANAGEMENT, LLC, MGS CONSTRUCTION SERVICES INC., OK2 CONSTRUCTION, LLC, RYAN HERRING CONSTRUCTION INC, and A & J CONSTRUCTION MANAGEMENT, LLC. These partnerships reflect a preference for experienced, locally responsive firms capable of executing complex, time-sensitive facility upgrades and maintenance tasks across dynamic military environments. Bickford’s contracting approach emphasizes reliability, compliance, and performance accountability, fostering long-term vendor collaboration grounded in consistent delivery and regulatory adherence. Bickford demonstrates a robust commitment to socioeconomic contracting, consistently structuring acquisitions with a 50% total small business set-aside and a parallel 50% HUBZone set-aside preference. His procurement strategy prioritizes opportunities for small, community-based firms with verified HUBZone certification, aligning with federal goals to stimulate economic development in underserved areas. This pattern reflects a deliberate effort to expand contractor diversity while maintaining high standards for mission-critical infrastructure support. His technical focus centers on NAICS 238220 (Plumbing, Heating, and Air-Conditioning Contractors), which accounts for half of his procurement activity, complemented by equal shares in NAICS 238290 (Other Building Equipment Contractors) and NAICS 238210 (Electrical Contractors). He specializes in procuring integrated mechanical, electrical, and HVAC systems for barracks, command centers, and utility infrastructure, demonstrating deep familiarity with military construction codes, energy efficiency standards, and life-cycle maintenance requirements.
