R--Strategic Capital Program Support

The U.S. Fish and Wildlife Service Division of International Conservation is seeking Strategic Capital Program Support under solicitation 140FS323R0001. This 12-month initiative, with a period of performance from March 1, 2023, to February 29, 2024, focuses on strategy development, program prototyping, and strategic realignment. The project is structured into three distinct phases: the development of a theory of change and key performance indicators, technical and management modeling, and the implementation of prototypes. Primary objectives include clarifying the division's vision, creating a transformation roadmap, and deploying technology-enabled tools to enhance business processes, grants monitoring, and conservation impact tracking. The contract is a lump sum agreement based on milestone achievements and is subject to Department of the Interior IT baseline compliance guidelines, including strict standards for cybersecurity, privacy, and Section 508 accessibility. Adherence to Service Contract Act wage determinations for the Virginia, Maryland, and District of Columbia areas is required. The scope involves evidence-based modeling and the potential integration of AI and machine learning tools to improve operational efficiency. Administrative requirements include electronic invoicing via the Invoice Processing Platform and comprehensive past performance evaluations through CPARS.
