Advanced Technology Innovation (ATI) Broad Agency Announcement (BAA)

The Missile Defense Agency (MDA) is seeking advanced technology research proposals through its Advanced Technology Innovation (ATI) Broad Agency Announcement (BAA) to support the development and enhancement of the Ballistic Missile Defense System (BMDS). The BMDS employs a layered defense approach, integrating sensors, kinetic and directed energy systems, command and control, and battle management components to detect, track, identify, and neutralize ballistic missile threats. The ATI program aims to foster innovative technologies and scientific breakthroughs that advance BMDS capabilities, focusing on evolutionary improvements in existing systems as well as revolutionary technologies for the future. The solicitation invites private industry, domestic educational institutions, and nonprofits to submit competitive research proposals targeting a broad range of technical areas including radar and sensor systems, directed energy, propulsion, avionics, decision theory, and cooperative international BMDS efforts. The program requires prime contractors to perform at least 51% of the work and adheres to regulations such as ITAR and the Competition in Contracting Act. Evaluation of submissions will be based on technical merit, offeror capabilities, and management approach, with special emphasis on innovation and relevance to MDA's mission. Proposals must be submitted as white papers of no more than ten pages, including detailed technical concepts, cost estimates, and program plans. The ATI BAA remains open from March 2013 through March 2015, with awards taking the form of contracts under applicable federal acquisition regulations. The government reserves the right to select any, all, or none of the proposals and may evaluate submissions without discussions, although discussions may occur if necessary. Respondents are instructed to submit white papers electronically to agency contracting officials, ensuring compliance with specified formatting and content guidelines, while recognizing that preparation costs are generally unreimbursed. The process is designed to identify and fund innovative research opportunities that contribute to the long-term modernization and effectiveness of the US ballistic missile defense capabilities.
